Gallery Place
is a $200 million project consisting of
245,000 square feet of retail on three
levels; a 100,000 square foot, 21-screen
AMC stadium-seating multiplex theater on
two levels; 170 market-rate apartment
units on 9 levels; and five levels of
below grade parking. The project is
immediately adjacent to MCI Center, home
of the Washington, DC NBA, NHL, and WNBA
franchises, home to the Georgetown Hoyas,
and host to numerous concerts, ice,
shows, and other events. Responsibilities
included negotiating the first Tax
Increment Financing (TIF) Development
Agreement in the District of Columbia
authorizing the sale of $68 million in
TIF bonds; negotiating land disposition
and environmental remediation agreements
with WMATA and the DC government;
obtaining Council approval of alley
closings; securing WMATA approval of
adjacent construction; and negotiating
agreements and easements with abutting
Chinatown properties. Development
responsibilities included selection of a
Construction Manager and subsequent
development of an up-down
construction sequence that will cut 6
months off the construction period;
architectural and consultant team
selection and management; developing
lease plans and proposals, managing the
budget and proforma; negotiating minority
business participation levels; and
securing all agency approvals. The
project is scheduled to start
construction late 2000.
