Phase One of
The Portals is a planned $750
million office, retail, and hotel complex
on the Potomac River. As Director of
Development for Western Urban Development
Corporation (now Republic Properties),
Mr. Beeke planned and coordinated the
day-to-day development activities for
this 440,000 square foot peoject.
Responsibilities included architectural
design and production, agency
negotiations and reviews including: land
acquisition from the Redevelopment Land
Agency (RLA); agency reviews by CFA,
NCPC, and the General Services
Administration (GSA); design and approval
of major public infrastructure
improvements by the DC Department of
Public Works (DPW); coordination with
adjoining federal interests such as GSA
and the Bureau of Engraving and Printing;
and negotiations with Conrail to
construct an elevated roadway (Maryland
Avenue) over its right-of-way. Other
responsibilities included project
scheduling, affirmative action
monitoring, construction management
procedures and constructability review,
project budget and proforma, and GSA
lease proposals. The first phase of the
project was completed in 1991.
